1. Protocol-Level Governance

This layer governs Lunexa as a protocol:

  1. Upgrade core modules (e.g., Agent Engine, Console logic)

  2. Approve new system templates or plug-in libraries

  3. Define staking requirements for new iDAO creation

  4. Control protocol-wide parameters (e.g., default rate limits, failover triggers)

Voting and proposals are gated by $AIDAO token weight, with quorum and execution thresholds defined in the system constitution.

2. iDAO-Level Governance

Each iDAO can have its own governance structure, depending on creator preferences. Available governance modes:

Token-Weighted DAO

Stake-based governance using ERC-20 or custom tokens

Hybrid

Creator controls core settings; token holders govern operations

3. Agent-Level Governance

Agent policies and autonomy levels can be governed either directly (by iDAO governance) or indirectly (via pre-set policy parameters). Agents do not vote, but they execute actions authorized by governance
