Agents can be retired when:
Their function is no longer needed
Performance is degraded or unstable
Organizational structure changes
Governance vote mandates removal
Retired agents:
Are disabled and removed from active registry
Have their logs and memory preserved for audit
May be archived or permanently deleted (configurable)
